The "beautiful person" by the water in the poem refers to a figure like Jiang Taigong. And the one who "traveled back" to find the "beautiful person" refers to an emperor who was as thirsty for talents as King Wu of Zhou Dynasty.
"Beautiful person" does not mean "beautiful person". It means "that person".
