The Sanggan River is located in the upper reaches of the Yongding River. The old Sanggan Military Governor's Office was located in the Sanggan River area. The Sanggan Military Governor's Office, also known as the Jiemi Military Governor's Office, was established during the reign of Emperor Gaozong.
Before Wu Dao conquered this place, it was controlled by Qiban, the governor of Zhenwu Army. After two years of hard fighting, Wu Dao captured Qiban alive and most of the nobles of his tribe, and directly controlled this place. Now Qiban was just a general under Wu Dao.
