The second kind of vow is a kind of regret for the historical background in which one lives, and a kind of reimagining of the world outside the body. But both of these desires come from the same origin, which is the mind of reincarnation.

When the undead witness the heart of reincarnation in the light state of the bardo, it is like a new life. Those who seek wealth may get wealth, those who seek fame may get a name, some people will have thousands of wealth, and some people may make great achievements in the world. Some people may rule the world, thinking that killing is in hand to deter all living beings;
But the light state of the bardo not only witnesses the mind of reincarnation, but also the mind of remorse. The so-called remorse is not the remorse in the person's own heart, but the imprint he left reflects on himself, and there is nothing to hide. How he treats the world, the world will treat him; whatever traces he leaves in the world, the world will imprint his feelings in his soul.
The light state of the bardo is the re-witness of the soul, and everything will be reflected back to make one's true feelings clear, which cannot be described in words. If a person lives in the world just in fantasy, he can't feel all this, but when the undead enters the light state of the bardo to witness the heart of reincarnation, the resulting remorse will drag the soul into unimaginable hell.
One thought dies and another thought arises. In the netherworld, you can witness endless reincarnation and remorse, allowing the undead to come back again and again. If the vows of the soul are not truly liberated, it will enter an endless state of reincarnation, known as the endless hell. Its concept of time is different from that of the human world, it is an eternal moment and a moment of eternity.
What kind of soul a person has is determined when he is alive. Amon created heaven and hell, and people themselves are already living in heaven or hell, and they just witness it when they pass away.
