And those untouchables, no matter what they did when they were born in this world, they will still be untouchables in their next life.
There is only one kind, the reincarnation of gods or the descendants of gods, whose class can be defined by the gods and are not completely controlled by reincarnation. So Shiva's wife Sati successfully reincarnated as a Parvati goddess, and eventually ended up with Shiva again.
